What WhatsApp really costs a GCC business in 2026

Short answer

As of October 2026, Meta charges AED 0.0334 (Bahrain) to AED 0.1615 (Kuwait) per WhatsApp API reply to GCC numbers after the first 1,000 a month on each business number, and AED 0.1252–0.2908 per marketing message. A typical clinic pays Meta AED 196–549 a month; a WhatsApp AI agent costs about $60–338 a month at 3,000 messages (UAE).

Updated

On 1 October 2026 Meta started charging businesses on the official WhatsApp Business API again for replies beyond the first 1,000 a month on each business number, and raised some of its rates in several Gulf countries. This study puts the numbers in one place: Meta’s rate card for all six GCC countries, what a clinic, an online shop and a restaurant now pay Meta in each, and what seven WhatsApp tools and Meta’s own AI agent (which Meta offers only to eligible businesses) cost at three volumes, at list prices from their own pages. Every figure is calculated from public sources dated below, and the whole dataset is a free CSV. We make OrcaFlo, one of the tools compared, so we show where it isn’t the cheapest.

Rates are per delivered message, in UAE dirhams, from Meta’s AED rate card effective 1 October 2026. The rate follows the country code of the person you message, not where your business is registered: a Dubai business messaging a Saudi number pays the Saudi rate. One exception: on authentication (one-time-password) messages to UAE, Saudi, Kuwaiti and Omani numbers, Meta charges a higher authentication-international rate to very large senders based in another country (those it deems eligible). Bahrain has no rate of its own on the card; Meta charges its “Rest of Middle East” rate there.

In Saudi riyals, converted at the riyal’s peg of 3.75 to the dollar, a reply to a Saudi number costs SAR 0.0401 and a marketing message SAR 0.2160. Dollar and riyal figures are the dirham rates converted at the pegs (the dirham’s is 3.6725 to the dollar); Meta also publishes US-dollar and Saudi-riyal cards, which can differ slightly. Utility and authentication rates drop in tiers at very high monthly volumes; the table shows the list rates.

What changed on 1 October 2026

  • Replies are charged again. Service messages, the free-form replies sent inside the 24-hour window after a customer writes, were free from 1 November 2024 to 30 September 2026. Since 1 October 2026 only the first 1,000 a month per business phone number are free.
  • Utility messages inside the window are charged. Utility templates sent while a customer service window was open had been free since 1 July 2025; they are now charged like any other utility message, so appointment reminders and order updates are charged even when the customer has just written.
  • Higher rates in Kuwait and Oman, and pricier marketing. Until 30 September Meta billed Kuwaiti and Omani numbers at its “Rest of Middle East” rates, like Bahraini ones. Since 1 October 2026 each has its own rates: in Kuwait a utility or authentication message costs about 4.8 times as much as before and a marketing message about 2.3 times as much; in Oman utility and authentication messages cost about 2.7 times as much. Marketing messages to UAE, Saudi and Bahraini numbers rose by about 15%. The rates above are from Meta’s AED card effective 1 October 2026; Meta has offered billing in dirhams since 1 April 2026 and updates its cards several times a year.
  • Still free: every message a customer sends you, messages that are never delivered, and everything sent in the free entry point window (up to 7 days) that opens when a business answers, within 24 hours, a chat started from a click-to-WhatsApp ad or a Facebook Page call-to-action button (replies written by Meta’s own AI agent still pay its token fee).
  • Not affected: the WhatsApp Business app. These per-message fees apply only to the WhatsApp Business Platform (the API), whether a business uses it directly or through a provider.

3,000 replies a month: what each market now pays Meta

CountryPer reply3,000 replies a month (2,000 charged)Over a year

Saudi ArabiaAED 0.0393AED 78.60AED 943.20
BahrainAED 0.0334AED 66.80AED 801.60

Until 30 September a business on the API paid Meta nothing for these replies. Now a UAE business answering 3,000 customer messages a month pays AED 115.20 a month (about $31.37) for the 2,000 past the free 1,000, or AED 1,382.40 a year. The same month costs AED 323.00 for customers in Kuwait and AED 66.80 in Bahrain.

Kuwait is the most expensive GCC market in every category: a reply there costs 4.8 times as much as in Bahrain, the cheapest for replies. Until 30 September Meta billed Kuwaiti numbers at the same “Rest of Middle East” rates as Bahraini ones. Because the rate follows the customer’s number, a Dubai brand that sells across the Gulf pays its customers’ rates, not its own: every reply to a +965 number costs AED 0.1615 once the free 1,000 are used.

Three typical businesses, six markets

To show what the rates mean for a real month, we priced three typical businesses on the official API, with every message going to numbers in one country. The volumes are our assumptions, not measurements of any business, so swap in your own: the CSV has every rate.

  • A clinic: 2,000 replies to patients, 600 appointment reminders (utility) and one promotion to 1,000 opted-in patients (marketing) a month.
  • An online shop: 3,000 replies to customer questions, 1,200 order and delivery updates (utility) and two promotions to 2,000 opted-in customers (4,000 marketing messages) a month.
  • A restaurant: 1,500 replies about bookings, the menu and delivery, 400 booking confirmations (utility) and a weekly offer to 500 regulars, four times a month (2,000 marketing messages).

Replies are service messages (the first 1,000 a month on each number are free); reminders, order updates and booking confirmations are utility templates; promotions are marketing templates sent to people who opted in. Each line is rounded to the fils, before VAT, with no free entry point windows and no volume discounts.

What the three months have in common

Kuwait is the most expensive market for all three businesses, and Qatar the cheapest. The gap is wide: the clinic’s month costs AED 195.60 in Qatar and AED 549.20 in Kuwait, with the UAE at AED 303.66.

Promotions are the biggest line wherever a business broadcasts. For the shop they are 82% of its UAE bill: AED 846.00 of AED 1,030.32. One marketing message to 1,000 people costs AED 125.20 in Qatar and Oman, AED 211.50 in the UAE and AED 290.80 in Kuwait.

The cheapest messages are the ones Meta doesn’t charge for: the first 1,000 replies each month on every number, and everything inside a free entry point window after a click-to-WhatsApp ad or Facebook Page button (except replies by Meta’s own agent). A business that gets most of its chats from those ads and buttons pays far less than these tables show.

The whole monthly bill on each WhatsApp tool (UAE)

Most businesses don’t use the API directly. They pay a platform that adds a shared inbox, automation and, more and more, an AI agent. We priced the cheapest plan with a WhatsApp AI agent on six platforms (for Rasayel, the entry plan: its AI agent has no published price yet), plus OrcaFlo and Meta’s own agent, at 1,000, 3,000 and 10,000 messages a month in the UAE.

The assumptions are the ones in our cost guide: half the messages are the customers’ and half are AI replies to UAE numbers inside the 24-hour window, with no templates or broadcasts, about 10 messages per customer, monthly billing where offered (Gallabox bills quarterly) and list prices before VAT, as of October 2026. Meta’s reply fee uses its UAE rate of AED 0.0576 after the free 1,000; platforms that resell Meta’s fees through their own rate card may charge more.

Where OrcaFlo is, and isn’t, the cheapest

We make OrcaFlo, so read this part knowing that. OrcaFlo connects to the WhatsApp Business app by QR code, the way WhatsApp Web does, rather than through Meta’s API, which is why its row has no Meta fee. That connection has a trade-off we state on our own pages: OrcaFlo isn’t an official WhatsApp app, and WhatsApp says linking an unofficial app can get a number banned. How the connection works, and its risk.

Meta’s own agent on the API costs less than OrcaFlo at 1,000 messages and about the same at 3,000 and 10,000 (4–5 US cents a reply, by Meta’s estimate), and in the WhatsApp Business app Meta’s agent is free to start, with more replies on paid Meta One plans from $14.99 a month. Meta offers its agent only to eligible businesses, and not yet in every market, so check that your account has it. At 1,000 and 3,000 messages OrcaFlo costs less than all six other platforms in the table. At 10,000 it doesn’t: Rasayel and SleekFlow cost slightly less, and Interakt, respond.io, WATI and Gallabox cost more. OrcaFlo’s bill grows with every message (the Starter plan plus 2¢ per message), while the platforms’ plan fees stay flat.

It is also the wrong tool for big promotions: from a linked number, broadcasts go out one message at a time, 15 minutes apart by default, so a campaign to 1,000 people belongs on the API. One more OrcaFlo cost: every invoice comes with a payment processing fee, shown as its own line. Side-by-side calculators are on OrcaFlo vs WATI, OrcaFlo vs respond.io and OrcaFlo vs SleekFlow.

Methodology, sources and limitations

  • Meta’s rates: Meta’s AED rate card effective 1 October 2026, linked from Meta’s WhatsApp pricing page (updated 30 September 2026) and read on 8 October 2026. Rates are per delivered message, by category and the recipient’s country code. The rises since 30 September compare that card, at the dirham’s peg, with Meta’s US-dollar rates in force until then.
  • Tool prices: each vendor’s own pricing page, read on 8 October 2026: respond.io, SleekFlow (UAE prices), WATI and its Astra AI agent, Interakt, Gallabox and Rasayel. Meta’s AI agent is priced per token; we used Meta’s own estimate of 4–5 US cents a reply. Meta offers its agent only to eligible businesses, and not yet in every market; its self-serve version in the WhatsApp Business app, free to start with paid Meta One plans for more replies, is not in the table.
  • AI credits: respond.io’s Growth plan includes 10,000 AI credits and an AI reply uses 2–5, so we add its extra credits up to its 200% cap, where its AI pauses. WATI’s Astra Pro includes 5,000 credits at one per text reply. Interakt’s AI agents add-on includes 100 AI messages a month, then $0.011 each. Gallabox Essential includes 2,000 AI credits a month; at 10,000 messages we add one 5,000-credit top-up (AED 36 on Gallabox’s add-ons table; its FAQ says AED 65), and replies that use more than one credit each would need more.
  • OrcaFlo: the Starter plan after the free trial, at its published price ($14.99 a month plus 2¢ per message), counting both the customers’ messages and the assistant’s replies. Pay per message only, with no bundles or discounts. OrcaFlo’s figures do not include the payment processing fee added to each of its invoices. OrcaFlo lowered its per-message price on 11 October 2026, after this study was published; its figures here use the new price.
  • Currencies: dirhams converted at the peg of 3.6725 per US dollar and riyals at 3.75. Other GCC currencies are not shown.
  • List prices, before VAT: no negotiated discounts, yearly-billing prices, setup or onboarding fees, extra seats, contacts above a plan’s allowance or provider markups on Meta’s fees. WATI sets the prices on its page by the visitor’s country; ours are the ones it shows in the UAE.
  • Scenarios are assumptions: the clinic, shop and restaurant volumes are illustrations, not data from any business. Free entry point windows and volume tiers would lower real bills; markups on Meta’s fees would raise them.
  • Dated: Meta changes its rate cards several times a year and vendors change their plans, so check the sources before you budget. Nobody paid to be included, and we make OrcaFlo.

For journalists: summary and key stats

UAE, 9 October 2026. Since 1 October, Gulf businesses on the official WhatsApp Business API pay Meta for replies past the first 1,000 a month on each business number, replies that were free until 30 September; the WhatsApp Business app is not affected. How much they pay depends on the country of each customer’s number. OrcaFlo, a UAE company whose WhatsApp AI assistant is one of the tools compared, analysed Meta’s rate card effective 1 October 2026 for all six GCC countries, and the list prices of WhatsApp platforms in the UAE. A reply now costs 4.8 times as much in Kuwait as in Bahrain; a UAE business answering 3,000 customer messages a month pays Meta AED 115.20 a month for the 2,000 replies past the free 1,000; and a typical clinic’s monthly Meta bill runs from AED 195.60 in Qatar to AED 549.20 in Kuwait. Including Meta’s fees, a WhatsApp AI agent for a UAE business costs from about $60 (Meta’s own agent on the API, offered only to eligible businesses) to about $338 (Gallabox) a month at list prices, at 3,000 messages. The method, sources and full dataset are public at https://orcaflo-panel.com/research/whatsapp-cost-gcc-2026.

Questions about the data, or a different cut of it: support@orcaflo-panel.com.

  • A UAE business that answers 3,000 customer messages a month on the WhatsApp API now pays Meta AED 115.20 a month (about $31.37, or AED 1,382.40 a year) for replies that were free until 30 September 2026: 2,000 replies past the free 1,000, at AED 0.0576 each.
  • Replying on WhatsApp costs 4.8 times as much in Kuwait as in Bahrain: AED 0.1615 against AED 0.0334 per reply after the free 1,000, the most and least expensive of the six GCC markets for replies.
  • One marketing broadcast to 1,000 opted-in customers costs AED 125.20 in Qatar and Oman, AED 211.50 in the UAE and AED 290.80 in Kuwait, in Meta’s fees alone.
  • At 3,000 messages a month, a WhatsApp AI agent for a UAE business costs from about $60 (Meta’s own agent on the API, offered only to eligible businesses) to about $338 (Gallabox) a month at list prices including Meta’s fees, a 5.6-fold spread.
  • A typical clinic (2,000 replies, 600 appointment reminders and one promotion to 1,000 patients a month) pays Meta AED 195.60 a month in Qatar, AED 303.66 in the UAE and AED 549.20 in Kuwait, before any platform fee.

Questions

It depends on the country of the person you message. Per delivered message, marketing costs AED 0.1252 (Qatar and Oman) to AED 0.2908 (Kuwait), and replies after the first 1,000 a month on each business number cost AED 0.0334 (Bahrain) to AED 0.1615 (Kuwait), from Meta’s rate card effective 1 October 2026.
