A WhatsApp AI chatbot without the API: how it works, and the trade-off

Here is how that works, what you keep, what you give up, and when the official API is the better choice.

The short answer

Yes, you can run an AI chatbot on WhatsApp without the Business API. Instead of moving your number to Meta’s platform, the tool links to your WhatsApp Business app as a linked device, in the same list where WhatsApp Web and WhatsApp Desktop appear. Customers keep messaging the number they already have, and the AI reads and answers from your price list, services and policies.

It is not the official route. WhatsApp’s terms don’t allow unofficial apps, and WhatsApp says linking your account to one can lead to a temporary or permanent ban. If you go this way, choose a tool that tells you so and works to keep the risk down, and keep the official API in mind for when you outgrow it.

How QR linking works

Open Linked devices

On the phone that runs WhatsApp Business, open Linked devices (in Settings on iPhone, in the ⋮ menu on Android) and tap Link a device.

Scan the code

Scan the QR code the tool shows you. It becomes a linked device on your account, listed next to any WhatsApp Web sessions.

The AI reads and replies

New messages reach the linked device just as they reach WhatsApp Web. The AI answers from what you’ve taught it, and every reply also appears in the chat on your phone.

Your phone can go offline

WhatsApp says linked devices keep working while your phone is offline, but they are logged out if the phone isn’t used for 14 days, so open WhatsApp Business on that phone now and then.

  • Your number: the one on your cards, shopfront, website and Google profile.
  • Your chat history, contacts and labels in the app.
  • The WhatsApp Business app on your phone, where you can read every chat and still reply yourself.
  • No Meta business onboarding, no template approval and no Meta fee on the replies.

What you give up

  • The green tick. A verified badge comes from Meta: through the official API, or the paid Meta Verified subscription in the app where it’s offered. A linked tool can’t give you one.
  • Official status. A QR-linked tool is not Meta’s API and not an official WhatsApp app, so there is no Meta support or guarantee behind the connection.
  • Some ban risk. WhatsApp’s terms don’t allow unofficial apps. WhatsApp says linking an unofficial app or website may get an account temporarily or permanently banned, and that unsupported apps put privacy and security at risk. Spam-like behaviour (cold messages, identical blasts, many reports) makes a ban far more likely.
  • Marketing at scale. Large template campaigns to opted-in lists, with delivery reports per template, belong on the API.
  • Independence from WhatsApp changes. The connection depends on how linked devices work; when WhatsApp changes something, a linked tool can stop delivering until it adapts. That’s why a health light matters.
  • Meta’s own agent on the same number. Turning on Meta Business Agent in the app disconnects linked devices, so you can’t run both.

When you should use the official API instead

  • You want the green tick, or your customers expect a verified business.
  • You send large marketing campaigns to opted-in lists and need per-template delivery reports.
  • Losing the number for even a day would cost more than the API: a hospital, a bank, a government-facing service.
  • You have compliance or data rules that require Meta’s official platform.
  • You run a large support team on one number with routing rules and SLAs.
  • Your number is brand new: wait the 10 days, or start on the API.

Is it allowed?

Plainly: WhatsApp doesn’t approve tools that link this way. Its Terms of Service don’t allow unofficial apps, and its Help Center warns that linking an unofficial app or website may lead to a temporary or permanent ban. The risk isn’t the same for every number: brand-new numbers, cold messages and identical blasts raise it most, while answering people who message you is ordinary business use. But no tool can promise you won’t be banned, and one that does isn’t telling you the truth.
